No. The tool uses up to 2× enlargement with a 4K ceiling. A 720p source can become 1440p, while a 1440p source is capped at 3840×2160. Unsupported or risky files are stopped before processing.
It can improve perceived sharpness and edges, but it cannot reliably recreate information that was never captured. Severe focus blur, motion blur and damaged footage need a different workflow.
Video enhancement processes every frame and creates a larger output. Fast places less pressure on your device. Use Balanced or Quality only when the page enables them for the selected video.
Use a recent desktop version of Chrome or Edge. Common MP4, MOV, WebM, MKV and M4V files can work, although support also depends on how the video was created.
A larger frame contains more pixels and may need a larger file. Neither resolution nor file size proves that missing detail was restored. The result still depends on the original footage.
